In 2001 at least two of the Free Wesleyan Church's major schools had full Internet Access. Investigating the possibility of getting full Internet Access, Tupou College at Toloa (TCT) found the ISP could not provide them with the same service and would only offer a dialup service.
This was totally unacceptable as staff and students came to the realisation that communicating through email was a signnificant assistance in communicating with the external community (local and overseas.) The TCT computer staff found assistance from its sister school, Queen Salote College (www.qsc.to) and were able to configure a system where any member of the TCT community could be given full email service while living with the single dial-up account provided by the ISP.

The local ISP were incompetent to provide the full e-mail access in a simplified manner, but were willing to provide the service at an incredible price well beyond the school's priorities. The solution had to be able to work through the single user-account dialup service through the existing ISP.
The solution had to work with the limited number of PCs available at the school. With a computer to community ratio of about 1 to 50, this "Universal Access" requirement presented a significant challenge.
Adaptable Solution. The solution, like the problem, was two-fold.
Mail bound for the college was going to be 'held' at an 'online' location (Queen Salote College) and transferred to TCT when TCT connects to the Internet through the ISP dialup account.
